# 1. Rules Authority and Fundamental Principles

1.1 This document defines the default rules of Monsnatch. A specific card Ability may override a general rule only to the extent that the Ability directly conflicts with that rule and does not conflict with a Prohibition. A card Ability may not override a Prohibition merely by using words such as “ignore,” “override,” or “despite.” A Prohibition may be overridden only when the Prohibition itself states an applicable exception.

1.2 Official errata overrides the corresponding printed information on a card.

1.3 The Element Advantage Matrix in [Section 16](/comprehensive-rules-1.0.0/formats-and-reference-data/16-element-advantage-matrix.md) of these Comprehensive Rules is the authority for Element relationships. If printed Element Advantage symbols conflict with the Matrix, use the Matrix. The affected card remains legal and playable using the Matrix values.

1.4 If a Permission or Requirement says that an event, action, or choice can or must happen, but a Prohibition says that it cannot happen, the Prohibition takes priority. The Permission or Requirement does not override the Prohibition merely because it is more specific, resolves later, or uses words such as “ignore,” “override,” or “despite.” An exception exists only when the Prohibition itself states that exception. Ward is an application of this rule: a Momon with Ward cannot be Snatched, and no Snatch Attempt or Ability may bypass Ward unless the Ward rule itself is amended to state an exception.

1.5 Reminder text and flavor text are not rules text. Reminder text summarizes a rule; if it conflicts with this document, use this document. The glossary in [Section 18](/comprehensive-rules-1.0.0/examples-and-glossary/18-alphabetical-glossary.md) likewise summarizes defined terms for convenience; if a glossary entry conflicts with the body of this document, the body controls.

1.6 No player receives a general response window or priority to act between game events. Complete the current turn-based action or Ability, perform State-Based Conditions, and then resolve the Trigger Queue. A player may make only choices required by the rules or an Ability.

1.7 A rule or effect does only what it states. It does not imply additional movement, Summons, Snatch Checks, targets, zone changes, or response windows.

1.8 If part of an instruction is impossible, perform every independent legal part in written order. A later part is independent only if it can be performed legally without using a result or information that the impossible part would have created. Ignore the impossible part and every later part that depends on it. If a required choice has at least one legal option, the player must choose a legal option. [Section 11.4.5](/comprehensive-rules-1.0.0/abilities-and-game-state/11-abilities-trigger-queue-and-continuous-effects/11-4-targets-and-choices.md) is an express exception: when every target of an Ability is illegal at resolution, the entire Ability resolves with no effect.

1.9 Within the governing document set, official errata and current official card text control only the identified card content; these Comprehensive Rules control gameplay and Game Results; the [Tournament Rules Guide](https://momon-wonder.gitbook.io/tournament-rules-guide-1.0.0/general-tournament-rules/1-purpose-scope-and-authority) controls sanctioned Match, tournament, format, and timing procedure; and the [Procedure and Penalty Guide](https://momon-wonder.gitbook.io/procedure-and-penalty-guide-1.0.0/authority-enforcement-foundations/section-1) controls investigations, remedies, infractions, and penalties. A more specific provision controls only within its assigned domain.
